About Humble

An oil town that became a suburb

Humble takes its name from Pleasant Humble, who ran a ferry across the San Jacinto River and became postmaster when the post office opened in 1886. The 1904 oil strike turned it into a boomtown and gave its name to Humble Oil, the company that became Exxon. The city incorporated in 1933 and today is surrounded by unincorporated neighborhoods that share its name.

That split matters for fencing. Inside city limits, a fence needs a City of Humble permit. Outside, in unincorporated Harris County, a fence outside the special flood hazard area doesn't need a county permit. Either way, the HOA has its own say.

City of Humble: residential fence permit, $50 plus $1 per 25 linear feet. Commercial, $100 plus a per-foot fee.

Unincorporated Harris County: no permit outside the special flood hazard area; a permit with site plan and fence design inside an A or V zone.

Questions

Humble fence questions

Does the City of Humble require a fence permit?

Yes, for addresses inside city limits. The residential fence permit is $50 plus $1 for every 25 linear feet; commercial fences are $100 plus a per-foot fee. Many “Humble” addresses are actually in unincorporated Harris County, where a fence outside the flood hazard area doesn’t need a county permit.

How do I know if I'm inside city limits?

A Humble mailing address doesn’t mean you’re in the city. We check your property against city limits and the flood map before we quote.

Can you replace an older fence on a 1980s lot?

Yes. Neighborhoods like Foxwood and Kenswick were built in the 1980s, and many of their fences are due. We’ll tell you whether a repair will hold or a replacement makes more sense.
