About Grogan's Mill
Where The Woodlands started
Grogan's Mill opened on October 19, 1974, as the first village in The Woodlands. It takes its name from the Grogan-Cochran Lumber Company, which owned the land and ran a mill here. The village sits at the south end of The Woodlands, with Town Center to the north and I-45 to the east, in Montgomery County.
It has about 5,195 homes and roughly 13,500 residents. The Woodlands Resort is here, along with three golf courses, including the resort's Oaks and Panther Trail courses. Parks include Sawmill, Tamarac, and Grogan's Point, and Lake Harrison.
Fifty years in, a lot of original fences are due for replacement, and the trees have grown up around many fence lines. Golf course lots have their own rule along the back line. Every new fence and any repair over 8 feet goes through the Grogan's Mill Residential Design Review Committee.
What works here
Fences that suit Grogan's Mill
Cedar replacement
Shadowbox or board-on-board cedar in place of a tired original fence. A capped design gets two extra inches of allowed height.
Wood & cedar →Golf course backs
Solid fences aren't allowed on the rear line of a golf course lot. Black powder-coated steel keeps the view and still holds in the dog.
Ornamental steel →Around old trees
Mature pines and hardwoods mean roots in the post holes. We adjust post spacing and route the line around trunks instead of through them.

Before you fence in Grogan's Mill
- Approvals. New fences and repairs over 8 linear feet need written approval from the Grogan's Mill RDRC through the Township's Civic Access Portal. We prepare the drawing, heights, materials, and stain details.
- Permits. Grogan's Mill is in unincorporated Montgomery County. A county floodplain development permit comes into play only if the lot is in a mapped floodplain, and we check that for your address.
- Golf course lots. No solid fence on the rear line. Plan on see-through steel up to 6'6" along the course.
- Trees. Trees over 6 inches in diameter can't be removed for a fence, and nothing gets fastened to a trunk.
- Texas 811. We request utility locates before every dig.
Community and county rules change. We confirm what applies to your address before we quote, and we don't build until approvals are in hand.

Questions
Grogan's Mill fence questions
Do you serve Grogan's Mill?
Yes. Our office is at 1401 Lake Plaza Dr in Spring, just off I-45 near The Woodlands, and Grogan’s Mill is the village along I-45 at the south end of The Woodlands.
My fence is decades old. Do I need approval to replace it?
Yes. Any new fence needs written approval from the Grogan’s Mill RDRC, and so does a repair that replaces, rebuilds, or moves more than 8 linear feet. We put together the drawing and details for the application.
My backyard is on one of the golf courses. Can I put up a privacy fence?
Not along the rear property line. The Township standards don’t allow solid fences on the rear line of golf course or lake lots. Ornamental steel up to 6’6” is the usual answer there, and cedar can still go on the side lines.
A tree has grown into my old fence line. What happens?
We route the new fence around it. Fences can’t be fastened to a tree, and trees over 6 inches in diameter can’t be removed to make room for a fence. We flag any tree issues on the application.
Can I rebuild my fence in vinyl to stop the rot?
No. Plastic and fiberglass fencing aren’t allowed in The Woodlands. Cedar with a good stain, or powder-coated steel, are the long-lasting options that get approved.
